Unfortunately, this will not detect objects, that are deleted on the
server but changed by you meanwhile. So you might still get
"precondition failed" after you did the download in the area you edited
data.

This is a known issue between the server API and JOSM and will be fixed
(sometime.. :-| ).

There is no easy solution for this issue.
