Give the "measurement" JOSM plugin a try. It may not be perfect, but may help 
you out.

The Mapnik layer (the default one seen in openstreetmap.org) gets rendered 
every wednesday in a university CPD. Be patient and wait until thursday to 
check out.

The Osmarender layer gets rendered on demand (check the wiki 
for "tiles at home"). To trigger a render of an area, I suggest you to go to 
informationfreeway.org, zomming to level 12, and reading the instructions at 
the bottom of the screen.
