Please check that you're editing a data layer, not a gpx layer. My guess is 
that the multi-layer feature of JOSM is confusing you.

In the right-hand toolbar, there is a button to show/hide the layers list. In 
that list, you'll have one and only one layer as active.

For the record: you can have data, gpx, wms, validation and mapnik layers. 
Anything else than a data layer is read-only (or, better said, "view-only").

Check that you have selected a data layer; if there are no data layers, create 
a new one (file->new).
