[OSM-newbies] JOSM node creation bug

Is this a bug?

I started JOSM and imported a gpx file. I could not create
a node.

After I created some nodes and connected them on the website
I downloaded the data into JOSM. Now I could create more nodes
and everything seemed to work fine.

I opened JOSM again and imported just the gpx file.
I cannot create nodes.
