Fair enough, although I'm not sure if it's neccessary to be that exact, 
and I think that the time is probably better spent editing maps and 
creating maps than editing tracks. Each track does not need to be exact.

Some of the gpsbabel options (GUI's are available) are useful in 
removing data from tracks. (See 
http://wiki.openstreetmap.org/index.php/MakingGpxTracks)

However I use:
 
-x discard,hdop=6 (remove any points where hdop is worse than 6)
-x duplicate,location (remove duplicates is really useful)
-x position,distance=1m (only get 1 point every 5 meters)

You may want to change the values depending on your style of mapping and 
also the quality of the GPS output. For example if I have holes in my 
trace then I will up the hdop to 10, but I find that these give me a 
really clean set of data.
