[OSM-newbies] proposed features

In the Discussion and Voting section of the Proposed_features page it states that once a feature is fully described to 'send out an RFC to the mailing list'. 
What does RFC stand for - it sounds very technical and hence off putting. 
My guess is that it stands for 'request feature change'.
Also I would assume the mailing list is the 'talk' mailing list. If so could this be specified.
