[OSM-newbies] proposed features

Actually RFC is short for "Request for Comments".
So this means that you should send out mails to the talk mailing list to tell the people that you wish comments on your proposal.
Once you have some comments and maybe you make little changes because of the comments, you can start a vote for your proposal.
