[OSM-newbies] Neighborhood without street names

Hi,

There is one neighborhood in Rabat - Morocco without street names.

To locate a house, the neighborhood is divided into sectors and each
sector is divided into blocs and each house in a bloc has a number.

Addresses are in format: Secteur X Bloc Y N° Z

And example: Secteur 33 Bloc F N° 8

It's impossible to put this data in the street tag because a street
may cross many blocs and many sectors. Lately some of them have names,
but they are useless for locating a building.

How should I put this type of information on OSM?
