Yes, agreed. I have frequently used highway=service for exactly that
situation.

As for the turning circles, there is no easy way to put them in. If they are
T-shaped, or big enough to be a road that goes in a circle, then you *can*
put them in, but generally you could miss them out without anybody being too
upset. Just try and think what you'd expect to see on a street map. If you
are concerned put a note tag on the last node of the way, and come back to
it later.
