It is certainly valid, and there reasons for and against actually doing it.

For:

Most accurately represents true topology
Ensures updates to one way are reflected in the other

Against:

Causes confusion
Difficult to edit

Personally I think the "fors" outweigh the "againsts" so I have
created a few such street/park combinations in Bath.
