It's been a long time since I've done a fresh install of JOSM, so I cant
remember what's included by default, but it sounds like what you need is the
presets file.
Below are links to a presets file I largely obtained from another OSM
contributor earlier in the year, with a few minor changes made by myself.
Presets file can be downloaded from

Related images file downloaded from
http://www.dinosaur-isle.net/osm/josm/images.zip
1) Save the presets file to your hard disk, and unzip the images and save
them to your hard disk as well
2) Edit the presets file so the path to the unzipped images is correct.
3) Go to JOSM preferences, then the map settings button (3rd from top), and
add in the location of your presets file.
4) Restart JOSM
You should now find in the selection list dialog panel a drop down with all
the presets in it.
You will also now find in the Preferences > Toolbar customisation (5th
button down), a whole bunch of new icons which you can add to the toolbar to
get even quicker access to your favourite presets.
Note my presets file is a bit out of date, and may not include all current
map features, just the ones I use most frequently, but you can edit it to
include any map feature you want.
