[OSM-newbies] Tile representing center of Shanghai never getsrendered.

David, you are right, that was the one. Now, it was rendered when I look at
it at zoom level 12, but at zoom level 11, it is still a blank (it almost
seems even that the surrounding tiles are all older than what I see at zoom
level 12). Why is that?
