[OSM-newbies] Tile representing center of Shanghai never getsrendered.

I think, I am not really sure, that zoom level 8 to 11 rendered by lowzoom.
So, no matter how many times you request rendering using
informationfreeway.org, zoom level 11 will not change. You would have to
request rendering of lowzoom separately.
