Almost certainly a server issue. There is a huge variability in how
quickly the server responds. I think it's been better lately than it
was in the past, but most OSMers learn to be patient. If you need to
cancel an upload in JOSM, you should be able to resume later. You can
even save your data as a .osm file and quit/restart/whatever. Don't
leave it too long though, or somebody else may have edited the same
area.
