[OSM-newbies] construction

I went down a road that I think was washed away in the 2006 flooding here.
When I got home and looked at my waypoints from last year there were
few changes to the road. The construction workers are building retaining
walls and such before putting down a road.

If it's going to be over a year as gravel then I'll just mark it as unpaved.

A couple of bridges that were under construction last
year are now open, but only one of those bridges did not have an old one
or a temporary bridge last year. I just marked the road as unpaved and
marked
a couple of bridges as highway:construction.
