[OSM-newbies] JOSM instructions

The only purpose I use the slippy map plugin for is to request osmarender tile updates. I think it is for this reason that it only displays zoom=12 tiles, as this is the level of division within which all higher zoom tiles are requested in sets. Does that make sense? I can't think of a clearer explanantion.
