At a guess, the slippy map plugin needs to know to download different zoom
layers when appropriate.

It's just working that out.

It would be ideal if there was an option some where to say "I will always
want this zoom level", as for me 90% of the time I'm working at the same
zoom layer, and it is invariably a hell of a lot smaller than the default
slippy.
