I bought a cheap Olympus device for this, the VN-1000PC. It is very
nice as a standalone device, but lets itself down in two simple ways:

a) No mass storage unit support. So although it has a USB connector
and can be used to transfer files to PC, it has to be a Windows PC
using proprietary software.

b) Recording timestamp is not preserved in the files created by the
Windows software. This is just dumb. The software itself will display
the timestamp, so it's known on some level, but it isn't applied as
the file system timestamp, nor can I find it in any meta-information.
I had hoped to be able to geocode my voice samples in JOSM, but no go
with this device.

Still, it's OK for ad-hoc notes, and not bad for €39
