At the bottom of that page it says:
Schools and grounds should be tagged with amenity=school or 
amenity=university.

There is no need for the layer tag for this. Mapnik and Osmarender setups are 
smart enough to render the logical stuff (landuse etc.) below the physical 
stuff (roads, buildings, etc.)
