[OSM-newbies] JOSM: Merging data from one layer to another

Bring to layers next to each other, then select the upper one and
right click to open the context menu. There should be an entry
"Combine with layer below" or something similar (I forgot the exact
wording and don't have JOSM at hand).
You're left with one data layer. Fix all problems that might be there
(i.e. duplicate data) and upload.
