[OSM-newbies] JOSM: Merging data from one layer to another

That's good if you want to merge the whole layer, but I've just got
selected bits that I'd like to merge. I could do it by hand by
manually editing an .osm file, but it seems like a bit of overkill,
and thought there may be an easier way to do it in JOSM. Copy and
paste seems to work from one layer to another but that shifts the
objects away from their original location, so adds a potential source
of error.
