Yes, it is.

As seen above, I reset the group of the devices to plugdev, but the
system reacts the same way (and doesn't when I run the above gpsbabel
call as root). 

If anybody is bothered that my requests are off-topic here, they can
tell me (privately or over the list) and I'll switch to the gpsbabel
list.
