[OSM-newbies] How to control the area to donwload in josm.

Hi,

I use Josm, but have a question.
How can I define the area I want do download in Josm ?
When I copy the urls from de view osm the area is always less.
What is de meaning of the square around an area ( some routes are going 
outsite this square) in OSM
