The full data set is actually made available on a weekly basis as a 
dump, which can be located at http://planet.openstreetmap.org/, as well 
as daily and hourly changesets which can be applied using the Osmosis 
tool (http://wiki.openstreetmap.org/index.php/Osmosis)
