[OSM-newbies] The whole data - on DVD or torrent?

Strictly speaking planet.osm is not a dump of the full database.

As far as I'm aware there is no public copy of the complete database, 
something which bothers me a little (because it means the project is 
dependent on the goodwill of a small number of people).
