I've not looked but it sounds like it's a bit out of date now. Tagging a
node is still appropriate for a small item. I generally consider whether the
feature is less than 10m in size, if it is I think about whether to create
the feature with a way (or area way) or simplify it as a node. Thus gates,
crossings, fords, etc usually get the node treatment. So highway=bridge on a
node is still fair enough although unlikely that its going to make the
default renderings any time soon as it would need an icon and one that could
be rotated to fit the way orientation. For practical reasons therefore
creating the bridge as a way is probably now the better approach even for
small bridges.
