[OSM-newbies] exporting vector data

Read this readme:

Install Ruby and Rubygems: http://rubygems.org/

install the osmexport gem, download the osm file for the area you
want, then write an osm export rules file like:

http://osmlib.rubyforge.org/osmlib-export/rdoc/index.html

and your done.
