[OSM-newbies] Abutters / Landuse

Just got a small question about abutters and landuse. From the
explanation of abutters[1] I gather your only supposed to use the tag
if you can't create a landuse area for the roads your travelling down.
Is this correct?

For example in Widnes[2] we've got Yahoo coverage so we can work out
landuse from local knowledge and the imagery, so should I be using
abutters or landuse areas?
