FIXMEs are not really a OSM standard of any sort, but a popular practice. In
other words, there is no exact explanation of that a FIXME means.
Some mappers leave notes around the FIXME areas, to keep track of what needs
to be done. Otherwise, if you have surveyed the area and you're sure that it
is properly mapped, with no validator errors, feel free to delete the FIXME
tag.
