[OSM-newbies] Fixme question (2)

Further to my previous email, I see that the Properties of the segment concerned includes a Key 'note' and a Value 'FIXME previously unwayed segment'.  The other Keys and Values are: bicycle=no, foot=no, horse=no, and motorcar=no.  Is that the clue?  There is a way connected to each end of this segment whose Keys and Values are (first way) bicycle=no, foot-no, highway=residential, horse=no, and motorcar=no, and (second way) highway=residential.  In actuality, the two ways and the segment connecting them, should all be one way with the same name and characteristics, and the road is a conventional driveable road.
