Yes, it is. That means that that data was there before the great 0.4 -> 0.5 
migration, that took down segments and introduced ordered ways and relations. 
Those tags were generated by one of the migration bots.

Well, just join the ways, tag the resulting way properly, and delete the FIXME 
and the note. You're done!


In other cases, there might be lots of ways tagged as "previously unwayed 
segments". I try to connect and join them; other people just delete them all, 
and re-survey the area.
