No. The only restrictions placed ont consumered grade devices is that
they may not exceed 500 m/s and 15.000 m altitude simultaneously.
There are tools such as Sirf Demo which allow you to make your gps
give position more often than 1 Hz though I can't see any point in
this as the accuracy of gps is much worse than the distance you can
travel in 1 s.
