[OSM-newbies] Proper tagging attributes

I have a problem designating an area. The area in question is a park
on an island in the middle of a lake.

I have it tagged as:

natural = land
area = yes
leisure = park
layer = 1

This shows up as simply land, without the park colouring...

Do I need the area tag to define it? Do I need the layer tag to get it
to render above the water?

With each change taking a week to be rendered, it can be a long slow
process figuring out which attribute needs to be changed.
