After a bit of testing (it was working once the squid got cleared)
Discovered that the problem was with my Squid Webcache. It would seam
that a "bug" in how zipped web pages are handled by by the osm server
means that the headers are not correct. The problem also exists with
Apache so its quite common (OSM does not use Apache), However I had a
setting to cope with Apache (Which is set by default) but not with the
what OSM uses.
For anyone interested you need to set.
broken_vary_encoding allow all
in your squid.conf (and its probably best to read the documentation
for squid as well. (Or contact your system admin)
