There's no rules as such, you can do anything you want, but places to start would be rulesets for existing renderers, including
osmarender, mapnik and kosmos.

Editors such as JOSM and Potlatch focus more on rendering for editing directly, they don't care about z-layering (at my last check),
and have much simpler styles:
