That's a API <-> Tiles at Home communication bug.
Somehow either the OSM API doesn't communicate a failure correctly, or 
the client doesn't interpret the failure code correctly, so it renders 
something when it did not in fact get all the data necessary, resulting 
in various (mostly vertically striped) gaps in the output.

It's a known bug, but hard to track down, because most of the time the 
error detection works correctly.

If you notice such a tile, the current workaround is to go to either 
server.tah.openstreetmap.org or informationfreeway.org, and re-request 
the affected tiles at zoom 12.

Manually re-rendering won't trigger the regeneration of lowzoom, by the way.
