[OSM-newbies] US TIGER vs. user-entered data

I'm working on Lake County, Ohio and most of the TIGER data looks like
maps drawn by a child with a crayon.  

I have been correcting the TIGER data by moving the ways to line up
with the areal photo imagery.  It seems to agree quite well with
the GPS traces.

I have NOT been removing the "tiger:reviewed = no" tag unless I also 
have a GPS trace to confirm the edited data.  Should I be removing it?
