No that's not a garden. This problem comes up now and then. I think the 
problem is actually linguistic.  In Dutch we would call that a "plantsoen", 
but we use the Queen's English for tag names and I haven't found a single 
English word to describe something like that. Once upon a time there was a 
proposal for a tag for "random urban green space", but that went nowhere.

Most people either use leisure=park or they just don't map it.
