[OSM-newbies] Tagging a Funicular

Dear list,

I've had the opportunity to do some mapping in Viseu, Portugal over the 
Easter break. The city council has built a funicular
(see http://en.wikipedia.org/wiki/Funicular), which will be inaugurated 
shortly.

A funicular is essentially a tram/narrow gauge railway which runs on 
tracks. Unlike a tram, however, it is not self-powered. The two 
carriages are attached to either end of a cable which runs over a big 
wheel at the upper station. This wheel is powered by an electric motor. 
Half-way up the hill, there is a passing point, otherwise, it's a single 
track.

In my particular scenario, the cable is recessed into the pavement, 
leaving only a narrow slit through which the car is attached. Otherwise 
(with exception of the tracks, which are flush to the road surface), 
it's a normal, paved road.

I was unable to find an appropriate tag on Map_Features, so tagged it as 
a tram for now. There are also three funiculars in Lisbon, but they are 
not in OSM yet, so I could not check how this is done properly.

So here are my questions:

a) Would railway=funicular require a proper feature request with voting 
and all, or could we simply sneak it onto the Map_Features page?

b) The street where the funicular runs is rather narrow. Because the 
car-cable attachment is through a narrow slot in the pavement, the 
funicular does not actually form a physical separation between the two 
sides of the road (which is a one-way). In other words: the way for the 
road should essentially be in the same place as the one for the 
funicular (unlike I've done it now). There are no barriers or 
anything--people simply step aside, and cars would have to wait when the 
train passes.
So should there be two nearly identical ways, offset by whatever JOSM 
allows and the validator accepts? Would the train have to be on a 
different layer?
