You can use this tag:
<http://wiki.openstreetmap.org/wiki/Proposed_features/Funicular_railway>

Or you can use the "traction=funicular" part of:
<http://wiki.openstreetmap.org/wiki/Proposed_features/Rack_railway>

Or you could use:
<http://wiki.openstreetmap.org/wiki/Proposed_features/Incline_railway>
(But I don't like tags with unnecessary "namespace" parts.)


It doesn't matter that these tags never got into the Map Features page. You 
can use any tag you want.
