Thanks. Unfortunately "there have been some intermittent failures
preventing updates" on that page doesn't say which bit failed and
whether it's likely to fail again.

I checked downforeveryoneorjustme before posting the original message to
check that the main page appeared down at least somewhere else.
Unfortunately (other than noticing that the main page is now back) I
have no idea which bit is struggling - I can see in Potlatch that the
NPE background loads OK but that existing data either partially or
completely doesn't, so I'm guessing it's the API, but really can't add
any more detail - instead of "asking others on IRC" I posted here...
As an experiment I downloaded the latest JOSM and tried downloading a
very small area of data in there - that just said "No data imported"
(maybe it always does that; I don't know). I also downloaded Merkaartor
which was able to download data for a couple of km^2 without problems
and also able to upload a small change - so I'm confused, hence the
original question.
