Do you know the cadastre-fr plugin for JOSM ? It gives you the french
cadastre (land registry) as background on JOSM for most of the french
municipalities (2/3rd). It is very accurate and detailled (e.g. street
names, buidings). What is missing is what you saw on the ground  :the
highway class, traffic lights,etc.

It is with the white space.
