[OSM-newbies] New harbor in island

Hello,

I started recently contributing to OSM, so sorry if I make any stupid
question/assumption :).

The island I live in [1] had last year a new harbor in it's main city.
It's a ferry and cruise liners dock so there are footways, restaurants,
and other things. This is all now where there was ocean a year ago, so
those changes aren't is OSM now. 

So my question is, how and when do these changes get to OSM so I can map
the streets there? (already made a track).
