Are you talking about Ponta Delgada? I did some looking but can't find
reference to the new construction you mention (it could be due to me being
both/either not being able to read Portuguese and not being familiar with
the area). But the short answer is "as soon as somebody adds the changes!"
The shoreline data is updated less frequently in the renderers than the
other data (once every few weeks?). But as soon as you or someone else
adjusts the shoreline data, and adds the ways, points and polygons
corresponding to the new construction it will make it's way into the
database, and then it will be rendered by mapnik/osmarender/cloudmade.

What you may wish to do is see about getting aerial photos/GIS data from the
local government or the University that is compatible with the OSM license,
you could also always go old school with a pen and paper, or just walk the
new shoreline with a GPS. Then you'd want to edit the corresponding
shoreline polygon to match.
