Most power lines can be traced from NPE (the out-of-copyright
background in Potlatch).

Whenever I'm mapping and cycle under a power line I take waypoint and
an approximate compass bearing.  That way I can check that the NPE
information is correct (and align it more precisely).  If the line is
missing from NPE I use the compass information to draw short 'stubs'
(about 1/4 mile long) either side of the road or path.  Once there are
enough stubs in the same area these can be joined together to form
long lines.
