[OSM-newbies] Access designation for private cemetery roads

I am working on a set of roads in a private cemetery.  They are
narrow, paved, low-speed roads through the graves.

The existing ways are designated as highway=unclassified.  From what I
a have read so far, this classification makes sense.

This cemetery is private.  The gates are open from sunrise to sunset
and the public is allowed to drive the roads during that time.

I am trying to come up with the correct access value.  I am thinking
that access=permissive might be a good fit, because access=private
seems too restrictive.

Any thoughts?
