[OSM-newbies] Access designation for private cemetery roads

I tag cemetery roads as highway=living_street (pedestrians have
priority, but vehicles permitted with low speeds).

access=permissive sounds good.

opening_hours might also be good, though that tag seems geared towards
providing specific times and not something general like "sunrise" and
"sunset".
