[OSM-newbies] Validation of tertiary highways in JOSM

The validator reported non-ref'd tertiarys since always, at least
since when I first found out about it :)
Also, when I downloaded JOSM a few hours ago, it was 1198, whereas the
latest version is 1204 which is not yet compiled. Maybe validator
needs 1204?
