Not JOSM or Potlatch, but I've been uploading separate
filename-tracklock.gpx and filename-waypoints.gpx files like in the
script Iván Sánchez Ortega posted here a few weeks ago (except I had
to change the gpsbabel device in the script from /dev/ttyUSB0 to
usb:) and passing both filenames to merkaartor, e.g. I type
merkaartor filename-tracklock.gpx filename-waypoints.gpx
and it imports both of them.
I think the same approach worked in JOSM too, but can't remember
for sure (I found JOSM confusing and went back to merkaartor).
