Currently it states on
http://wiki.openstreetmap.org/wiki/Map_Features

"highway=footway: For designated footpaths; i.e., mainly/exclusively for  
pedestrians."

Maybe it's question of translation, but for me 'designated footpath' seems  
equivalent to 'path + designated:foot'
